The award was officially published in the Official Journal of the EU (OJ S 182/2025) on 23 September 2025.
The procurement, conducted under an open procedure, concerns the regular replacement of worn components-specifically driving and running wheels - for SBB’s EW IV, DPZ, and EC vehicle fleets during scheduled overhauls.
The contract covers the supply of 1,680 units, with an optional extension of 1,200 additional units, to be delivered across SBB’s workshops and service locations throughout Switzerland.
The agreement runs from 1 July 2025 to 31 December 2028, with no renewals planned.
According to SBB, Bochumer Verein Verkehrstechnik GmbH submitted the most economically and technically advantageous offer, achieving the highest overall evaluation under Article 41 of the Swiss Federal Act on Public Procurement (BöB).
Key evaluation criteria included:
Price and lifecycle cost efficiency (44%)
Delivery performance and quality (30%)
Schedule reliability and quality assurance plan (20%)
Corporate social responsibility (EcoVadis rating) (6%)
BVV’s proposal scored strongly on both price competitiveness and proven delivery reliability, supported by an excellent performance record in previous SBB supply contracts.
The awarded value totals €4,146,912, with four tenders received during the competition. BVV’s offer matched the lowest admissible tender value, reflecting high cost-effectiveness.
The procurement is covered by the Government Procurement Agreement (GPA) but not co-financed by EU funds.
