  • Tenders are invited for Consultancy - Project Officer - Democratic parliaments Closing Date: 6 Dec 2023 Type: Consultancy Content Organizational setting and reporting relationships The consultant will work in the Resource Centre in the Division of Programmes of the Inter-Parliamentary Union, and report to the Programme manager, Parliamentary standards and knowledge. The consultancy will contribute to the advancement of the first three strategic objectives in the IPU 2022-2026 Strategy. Accountabilities Within delegated authority, the consultant will be entrusted with the following: Organize and implement activities related to standards and knowledge for democratic parliaments. This will include, inter alia, Contribute to overall planning of activities with this area of work Draft work plans and terms of reference for project activities Identify short-term experts/consultants to carry out project activities Organize in-person and online events, such as seminars and expert meetings Support the production of publications Conduct analyses and produce reports Develop material for IPU-s digital platforms Monitor and evaluate results achieved Support the Programme Manager in implementation of existing activities, including: Follow-up on the 2023 Indicators for Democratic Parliaments Follow-up on the 2022 Global Parliamentary Report and the Public engagement hub in IPU-s Centre for Innovation in Parliament Planning for the next Global Parliamentary Report Monitor project expenditures and keep administrative records in respect of project activities; Draft activity reports for donors and IPU-s governing bodies; Support development of partnerships for the advancement of project activities; Provide assistance to democracy-related activities at IPU Assemblies Provide, as requested, other assistance in areas relevant to democratic parliaments. Work will involve regular interaction with: Parliaments, including parliamentarians, Secretaries General and parliamentary staff Parliamentary experts, consultants, interns Researchers and academia Partner organizations, including ASGP, UNDP, IPEN and others IPU-s Division of Programmes and other teams, notably the Centre for Innovation in Parliament Deliverables Deliverables will be defined according to the agreed workplan, and will include: Reporting and M&E on project activities Indicators for Democratic Parliaments Planning and implementation of activities to promote use of the Indicators Regular meetings of project partners Support to parliaments in using the Indicators Global Parliamentary Report Organization of three webinars on public engagement Production of good practices on public engagement Planning documents for the next Global Parliamentary Report Requirements Candidates for the consultancy should be able to demonstrate: Advanced university degree in a relevant field, and 5 years- professional experience at increasing levels of responsibility Good knowledge of politics and political systems. Personal commitment to the core values of parliament and democracy. Experience in managing projects related to the development of democracy Demonstrated ability to achieve expected results and outcomes. Demonstrated ability to write clearly and persuasively. Strong digital skills. Good knowledge of online communication tools Experience of working with parliaments is desirable Experience with mainstreaming gender and human rights is desirable Experience in working in an international environment is desirable Proficiency in English or French, and working-level knowledge of the other. Other languages are highly desirable, particularly Spanish or Arabic Duration The consultancy is for up to 220 days of work over the period 1 January 2024 to 31 December 2024. Subject to satisfactory performance and the availability of funds, the consultancy may be extended. Location The consultancy is based at the IPU headquarters in Geneva, Switzerland. The work is likely to involve occasional travel, the costs of which will be covered by the IPU. Employment conditions The External Collaborator is an independent contractor, is not considered to be an official or employee of the IPU and is not subject to the IPU Staff Regulations and Staff Rules. The External Collaborator is not entitled to recover from the IPU any income tax payable in respect of the fee provided under this contract and shall be solely liable for the payment of any national income tax due in respect of the emoluments payable under this contract.
