  • Tenders are invited for Development of IHL E-Learning Platform and Complementary Communications Campaign and Assets for Geneva Call Ukraine in Kyiv. Closing Date: 27 Sep 2023 Type: Consultancy 1. Background Geneva Call is a neutral and impartial humanitarian organization dedicated to promoting respect for international humanitarian law (IHL) and other norms of behavior protecting civilians in armed conflict. In Ukraine, our work has been pivotal in engaging with armed non-state actors and weapon-bearers to enhance their understanding and respect for IHL principles. This engagement aims to reduce the negative impacts of armed conflicts on civilian populations and to uphold the dignity and rights of those affected. Geneva Call consists of many diverse nationalities, cultures, languages and opinions. Geneva Call is an inclusive working environment for all its staff. Project Details Geneva Call Ukraine is soliciting qualified service providers for the design and implementation of: An International Humanitarian Law (IHL) e-learning platform. A communications campaign, complemented by assets, to promote the platform and advocate for the significance of IHL among weapon-bearers in Ukraine. Duration: Six months (platform and communications production within the first 4 months). Language: All deliverables must be in Ukrainian. Support: Geneva Call will provide necessary IHL expertise to guide platform development and campaign activities. Start Date: End of September following the procurement process. 3. Scope of Work IHL E-Learning Platform: Geneva Call Ukraine seeks the development of an efficient web-based e-learning platform prioritizes an intuitive and responsive design, ensuring seamless access across devices. Essential features include user profile management with role-based access, tools for interactive content creation like multimedia integration, and the capability for assessments. Communication utilities such as discussion boards, real-time messaging, and video conferencing integrations enhance collaboration. The platform should also accommodate multi-language support and be compliant with accessibility standards like WCAG for inclusivity. On the backend, tracking learners' progress, an analytics dashboard, and custom reporting are vital for monitoring performance. It's crucial for the platform to support gamification elements like badges, offer secure data encryption, and provide backup functionalities. If there are paid courses, secure payment gateway integration becomes necessary. Lastly, an e-learning platform stands out with the availability of mobile accessibility, potentially with offline mode capabilities, ensuring learning on-the-go. Communications Campaign and Assets: The primary objective of the communications campaign is to amplify awareness about the IHL e-learning platform and underscore the significance of IHL in Ukraine, especially its role in safeguarding civilians in conflicts. To achieve this, a series of compelling promotional content, including short videos and other audio-visual assets, will be developed in consultation between the service provider and Geneva Call. These materials will highlight the platform's features, share real-life scenarios emphasizing IHL's importance, and incorporate testimonials to bolster credibility. To ensure wide outreach, the content will be disseminated across popular social media platforms in Ukraine, local television, and radio spots and such dissemination activities will need to be led by the service provider in coordination with Geneva Call. Additionally, virtual webinars and workshops will be organized to foster deeper engagements. Collaborations with local influencers and educational institutions will be explored to further enhance the campaign's reach. Monitoring tools, such as digital analytics, will track the campaign's performance, ensuring adaptability and effectiveness in real-time. 4. Submission Instructions Deadline: 23:59 (GMT+3), 27 September 2023. Evaluation Criteria Proposals will be assessed on the following weights: Technical Proposal: 60% Financial Proposal: 40% Key Consideration Factors: Organizational Capacity: Demonstrable experience and expertise in similar projects, particularly in the Ukrainian context. Methodological & Technical Acumen: Proven expertise in community engagement, outreach, and the creation of comprehensive communications campaigns. IHL & IHRL Knowledge: Service providers should either have direct knowledge or connections to IHL & IHRL experts, with a preference for Ukrainian expertise. Financial Aspects: Transparent and competitive fee structures, along with a clear breakdown of costs related to individual activities. Capacity Statement: A brief document highlighting the qualifications of team members, complemented by short CVs of those who will be actively involved in the project. 6. General Terms The successful applicant will enter into a service provision contract with Geneva Call Ukraine. The intellectual property rights of all deliverables will remain with Geneva Call Ukraine. Geneva Call Ukraine reserves the right to accept or reject any proposal without providing any justification.
