Description:
The Environmental Protection Act (USG) obliges the Federal Council to determine immission limit values (IGW) to assess harmful or annoying effects due to air pollution (Art. 13 USG). The law contains a binding catalog of criteria on how to set IGW. Based At the status of science or experience, IGW, among other things, must be determined in such a way that immissions below these values do not endanger people, animals and plants and do not significantly disturb the population in their well -being (Art. 13 and 14 USG). If there is no IGW for a pollutant, The immissions are considered excessive if they endanger people, animals and plants and significantly disrupt the population in their well -being (Art. 2 Para. 5 LRV). The authority must assess whether the determined immissions are excessive (Art. 30 LRV).
