• Quotation are invited for Introduction of Vaccine Landcruiser. 1. Background and Introduction Gavi Alliance-s (“**Gavi**”) mission is to save children-s lives and protect people-s health by increasing access to immunisation in poor countries. Gavi is a unique organisation that aligns public and private resources in a global effort to create greater access to the benefits of immunisation. It does this with precision and in creative, innovative ways to ensure that donor contributions efficiently save lives and help build self-sufficiency in the world-s poorest communities and regions. Background of the team and purpose of the role Gavi Alliance (“Gavi”) and Toyota Tsusho (“TTC”) have entered a partnership to introduce a newly developed WHO pre-qualified Vaccine Land Cruiser specifically designed for the transportation of vaccines (see brochure attached). Under this partnership, Toyota Tsusho and Gavi will provide 5 Land Cruisers to the Ministry of Health in Africa to be used in its immunization programme and will monitor the use of these vehicles for a duration of 12 months. The project will assess the potential of the vehicle to access hard-to-reach areas and zero-dose children and will inform the support for future vehicles. For the country selection, Gavi established a long and short list of candidate countries based on the following criteria: Gavi priority in terms of zero-dose children, country champion for vaccination (political leadership being supportive of vaccination), logistical challenges (road condition, storage and transport) based on WHO Effective Vaccine Management (EVM) data and country stability index. Finally, the following countries have been chosen: Senegal, Burkina Faso, Kenya, South Sudan and Niger. The vehicles will be handed over to MOH and for the duration of 12 months, the use of the vehicles will be monitored by a third-part agent in cooperation with the MOH, TTC and Gavi. 3. Description of Services: At the end of the monitoring, the Evaluator Consultant is requested to draft an evaluation report responding to the following overarching question: • How can the Vaccine Landcruiser help Gavi pursue its strategy 5.0 (2021-2025) to target under-immunized and zero-dose children in low-income countries grappling with the challenges of logistics and accessibility? More specific questions to be addressed are: • What are the benefits of using the Toyota Vaccine Landcruiser compared to the conventional way of transport / Refrigerated Truck / Van? o Comparison of upfront cost? o Comparison of operating cost for transportation per vial? o Vaccine wastage due to vial breakage & temperature excursions reduced? o Comparison in terms of accessibility (+ zero dose children reached)? o Other qualitative benefits? The baseline of comparison is either against a control group or retrospective baseline with preference of the latter. Ideally, all five countries are covered by the study but maybe reduced given the limited budget Main Duties & Responsibilities: Responsible Evaluator Consultant. Specific duties include: Evaluator Consultant to build on baseline and metrics to monitor, develop framework to track amongst others: Cost: Analysis of operational cost to transport x vaccine vials in comparison to conventional refrigerated trucks (comparing against control group or past data) Performance of vehicle: number of breakdowns, time and cost required to fix the vehicle Performance of refrigerated box: temperature variation, breakdowns Safe delivery of vaccines: reduction of vial wastage due to breakage and temperature variation Utilization - Actual use of vehicles for Vaccines, transportation of other medical products Programmatic impact: access to zero-dose children enabled through the use of the vehicle, coverage of people on the move, instantaneous collection of vaccination record from clinics, etc. Identify potential issues/challenges and highlight to project manager for addressing. Finalize report after 12 months within 3 months Note: The essential functions listed in this section are not exhaustive of the job responsibilities; other duties may be assigned consistently with the department needs. 4. Location: Contractor shall work from own premises. Possible field visits if necessary 5. Qualifications and work experience required: At least 5 years of experience with transportation, logistics or cold chain of vaccine and/or other health commodities Experience in low- mid-income countries Excellent analytic skills with proven experience in baseline evaluation across multiple countries in Africa (if possible, please attach past study, publication) Languages: Excellent written and spoken English language skills; Knowledge of French is an asset. 6. Duration of Assignment: 15 months (with possibility of extension). 7.
