Description:
Landfill service for the following waste: sand, stones and pebbles from wastewater treatment - wet ashes from the incineration of sewage sludge - dry ashes... The Vidy WWTP treats wastewater from the City of Lausanne and 15 neighboring municipalities; it incinerates the sewage sludge produced by the Vidy STEP as well as other STEPs in the canton of Vaud. Wastewater treatment produces waste in the form of sand, pebbles and stones (OMoD no. 19 08 02, order on the movement of waste) which must be deposited in type E and C landfills. The incineration of sewage sludge produces waste in the form of wet and dry ashes (no. OMoD 19 01 12) which must be deposited in type E landfill and C. This call for tenders concerns landfill services for this waste, including transport of dry ashes from the Vidy WWTP, throughout 2026. The adjudicator recalls that in the field of waste management the Switzerland has ratified the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, and is therefore bound by its provisions. As a member of the OECD and party to this convention, it strictly regulates export and import of hazardous wastes in accordance with this international treaty. In this procedure the waste concerned is prohibited from export under Articles 14 and 17 of the Waste Movement Ordinance. (OMoD).
