The Vaudois establishment for the reception of migrants (Evam or Establishment) is an establishment of public law with legal personality established by art. 9 of the cantonal law of March 7, 2006 on assistance to asylum applicants and certain categories of foreigners (Lara, BLV 142.21).
The establishment establishes its own accounts in accordance with its organizational regulations subject to The approval of the Council of State, in accordance with art. 18 Lara.
In accordance with art. 5 Lara, the Council of State designates a revision body and approves the annual accounts of the EVAM accompanied by the report relating to it by the revision body (see also art. 64 Lara).
The purpose of revising Accounts consists in informing the Council of State on the regularity and legality of the accounts and annual accounts, as well as on the existence of an internal control system. This means that the revision body must be able to assess the conformity of accounting operations and states financiers in relation to the legal prescriptions in force as well as to the standards of the profession. In particular, the reviewer must formulate a recommendation for the approval of the annual accounts (art. 728b, al. 2 ch. 4 CO), as well as an opinion concerning the internal control system (SCI), having regard to his contribution in the execution of the control and the determination of his extent (art. 728a, al. 2 CO).
