- RFP-2025-13 Regulatory and Intellectual Property Frameworks for Local/Regional Pharmaceutical Production of Long-Acting Technologies for HIV Prevention and Treatment .The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitablecontractor to carry out assessment of policy options for developing countries, especially in Africa, to advancing enabling regulatory and intellectual property frameworks to support the strengthening of local/regional pharmaceutical production capacities of newer HIV technologies, with a focus onlong-acting products to prevent and treat HIV infection. The provider shall be a public institution, company, individual or NGO operating in the field of access to health technologies' policies and strategies, with proven expertise in management of intellectual property rights, health regulatorysystems and practices, access to health technologies advocacy.Scope: Specialized technical support to provide UNAIDS with a strategic approach to assess policy options to advance enabling regulatory and intellectual property frameworks to support developing countries efforts to strengthen local and/orregional pharmaceutical capacities of innovative HIV-related products, with a focus on long-acting technologies to prevent and treat HIV infection.One policy brief that should be structured in three components:1.
